K&S Structural Engineers will review the geotechnical report from Earth Science Engineering before an official report and overview on the status of the foundation issues with the Dover Town Hall building goes to the Dover City Council, official say.
Both engineering firms are from Clarksville, Tennessee. according to Seth Rye, of Rye Engineering, Erin, Tennessee. Rye Engineering is the Town of Dover’s city engineer.
Two engineering firms from Clarksville and one from Erin are looking at the possible problems with the Dover City Hall building.
K&S Structural Engineering has already inspected Dover Town Hall along with Rye to begin making determinations as the the nature of problems with Dover’s Town Hall building along with possible recommendations on how to stabilize the building.
Officials do not know if the problems are minor or major with the building.
In May, city officials allocated up to $4,000 to have engineers study the building and building’s foundation to determine the extent of possible problems with the building.
Cracks have formed in parts of the walls, both inside and outside the mid-1990s era building on Donelson Parkway. Some doors and windows of the building do not open properly. A very large crack has formed on the wall at the drive up window. Some bricks have fallen off of the building and in some areas the building appears to be pulling away from the foundation.
Earth Science Engineering drilled five holes outside of the building to check the subsurface of the ground where the city hall was built in the mid-1990s.
Some say the ground work may not have been done properly before the building was built. Others say the building was well built and problems are likely minor.

Rye said he is willing to attend any meetings of the Dover City Council to update the panel on the report once he gets it from Earth Science Engineering and then shares it and reviews it with K&S Structural
After hearing from the interim city administrator Charles Parks in May that a study of city hall needed to be conducted and after ESE drilled holes and began working on its report after the May meeting, there were no updates or reports on progress or status of the town hall study given during Monday night’s Dover City Council meeting.
